In 1929, the year of the most marked prosperity, there were 1, 800,000 people who are unemployed in the US. During this time, relief seemed to be the immediate measures for caring for these unemployed workers and their families. During the depression, the US Federal Government spent around $7,000,000,000 on its work relief programs. Moreover, both the State and local governments spent $1, 5000,000,000. Unemployment relief was beyond the means of many local governments and was the main reason for the current Federal deficits.

As far as 1916, the first unemployment bill compensation was introduced in the State legislature and in the year 1920, 22 bills were introduced in the five State legislatures. In 1932, the first unemployment compensation law was passed. Unemployment benefits which have a certain amount, guaranteed in advance and paid out systematically are more business like than any other kind of haphazard relief.

It helps decrease the fear of unemployment that is hanging like a cloud over workers. The fear of unemployment could be minimized and personal well being will be increased. The more effective tool of handling unemployed workers will be paralleled by a more comprehensive knowledge of the scope and nature of the problem. Therefore, unemployment benefits may produce that unemployment knowledge which could bring the power of attacking the problem in constructive ways.
